Basically, its an authority or office specified in a statute as the body responsible for ensuring compliance with its provisions. For the duties to be held responsibly by these agencies, a special set of rules &amp; regulations are always considered to be a helpful tool, for its transparent actions. Whether, the actions are conducted on papers or in physical appearance, are supposed to be enforced within the prescribed set of its Rules &amp; Regulations.
